As if in the middle of a disaster someone is going to take the time to actually read the sign and follow the instructions. I guess it is there for people like you who read it and take pictures of it so that people know what to do. I'll have to look for funny signs. Maybe if I picked up a new hobby of bicycling like you I would notice more!
